Tiscali - error 721

Hi all. My Bro-In-Law is having problem with his Tiscali ASDL Broadband
connection. It was fine yesterday but today when he tries to connect to the
internet it says "Error 721 remote computer cannot be found". I have googled
this error message but have got found various different explanations mostly
involving VPN (whatever that is) or a router problem (no router is on his
system). A call to Tiscali (the Indian dept) and they say all is well at
their end but then again they always do? Has anyone else got any ideas to
try and get him back online - he's tried to delete his connection details
but still no joy? He's using Windows XP if this helps. Thanx, Dave,

It means the remote server isn't talking to you. Maybe you have a
fault in the in-house wiring - a loose connection or cable maybe?

More importantly is the modem actually coming into sync...

Nothing can happen if it doesn't, other than the appropiate wailing &
gnashing of teeth of course...
