Tiscali 25% slower than NTLWorld?

Over the past few weeks we have been comparing a 1Mb Tiscali conection with
a 1Mb NTLWorld Broadband connection. On average Tiscali has been around 25%
slower than NTL on all of our tests. Why would this be? Is it that Tiscali
just don't have the capacity to deliver the proper speeds, or is NTL cable
more reliable and more likely to give the better results because cable is
better than ADSL? Whatever the reason the following average results were
noted:

Tiscali 1Mb 670kbps
NTL 1Mb 977kbps

Please note this is just one test result this evening. Many of the other
test show similar figures.

Well my test this morning is a very poor result. This is my 1mbit
connection result:
