Timeouts from PC

Hello:

I recently purchased a Belkin PCMCIA card (F5D7010) and a Belkin
router (F5D6231-4). I also bought a Toshiba A15-S129 laptop. I
installed the PCMCIA card in the laptop and I set up the router in my
home. When I start the laptop it takes several minutes for the laptop
to recognize the wireless connection and the laptop is generally
unusable (everything locks up or hangs and I cannot start new apps.).
I looked in the event log and it appears that several services were
timing out on startup. I am assuming that I have a driver
mis-configured. Can anyone offer some guidance on how to resolve
this.
