I had a similar problem using Blat, a freeware command line stmp
mailer. It was to to McAffee's virus and security tools. They were
preventing applications from connecting to the STMP port (port 32).
Solution is to
1. open the McAffee "Virus Scan Console" ("C:\Program Files\Network
Associates\VirusScan\mcconsol.exe" on my machine)
2. Click 'Access Protection' to open the "Access Protection Properties"
dialog
3. highlight the rule restricting access to port 2 and click edit.
4. in the 'Add or Edit....' dialog that pops up, enter the name of the
exectable you want to be able to run in the list of 'Excluded
Processes'.
