Is there a tweak in software or hardware that would stop my built in
wireless 802.11b card from shutting the radio off when there is no
connection. This annoyance requires me to manually keep turning the radio
on so I can detect wireless networks.

By the way, who makes these built in wireless cards for the A30p?

You should be able to turn off "power save mode", either in the card's
utility or in device manager.

I disabled Power Save Mode. Does the other entry Power Save Level have any
bearing on this problem?

I'll sure test the first tweak out today.

IBM makes their own wireless card for the A30. Try d/l the latest driver
from the IBM Driver Matrix page. You also might try the thinkpad
(ibm.ibmpc.thinkpad) forum where mostly thinkpads are discussed for further
answers.

Open IBM Access Connections, Pull down Wireless Network, open Switch
Wireless Location Profiles Automatically, and unselect Enable Automatic
Wireless Location Profile Switching. This toggle defeats the built in
feature which upon loss of signal with a wireless station turns the laptop
radio off. My laptop radio now stays on all the time. And when I return to
my home immediately picks up my wireless AP.
