Is there a way to turn a USB 1 into a USB 2?

I have an older Dell Inspiron 8100 which has the older USB 1. Is there
any way to adapt it to turn it into a faster USB 2? Thanks.

Or a PCI slot card if a desktop (or whatever slot format is used).
