Is there some sort of throttle for network download in Windows Server 2003

We seem to have an issue with downloading large files to Windows Server
2003. It seems we are just not getting the speed we want, even though the
network itself has plenty of headroom and bandwidth. Is there some sort of
performance throttle that is set by default that would cause this? If so,
can I dial it up?

Hello Bill,

Check that you have the latest NIC's drivers, maybe use fixed speed configuration
on the switches you use. What SP do you use?
