My friend just move into a new place (only going to be in uk for a
year) and I was thinking to start with that getting NTL cable modem
might be the best solution. But than today seeing some of the
telephone package like talktalk for bt lines I am starting to wonder
would getting ADSL + BT line be a better solution. Hence is there any
ISP now doing free connection on ADSL now? Or have they all ended?

reverse my email address, and remove the obvious
spam traps to reach me by email.

PlusNet are doing free connection and free modem for £24.99 per month with
unlimited email addresses and 250MB webspace plus SPAM and anti-virus
solutions included. Virgin is the same price with free connection and a
1-month contract but I think the modem is extra. Pipex is £23.44 per month
with a one off fee of £17.50ish for connection and modem.

My personal opinion is that the PlusNet deal is the best value at the
moment. After a year you can drop the price to £21.99 per month or even
lower if you don't need P2P or binary newsgroups and somewhat less webspace.

I was looking last week so I don't know if the 1st September has brought
about even better deals.

Freeserve are now offering a simple try ADSL for one month trial, and
if you are not happy at the end of it, you will simply return all the
hardware and get that months £27.99 fee refunded. Setup & hardware is
free. According to Freeserve this saves £49.99.
