I'm trying to set up and test our 2K3 VPN server, but can I test by having a
client here in the office "connect" via the Internet? Or do I have to test
it from a computer that's physically outside our LAN?

sometimes, I do test it internally. if it works inside but not outside, I
may know that I need to focus on the router or firewall.

It must be outside of the lan. What works for testing is to have a computer
outside of the lan setup so that you can remote into it via Terminal Server
Remote Administration or Remote Desktop for a Windows XP Pro computer which
will require port 3389 access to the computer you are trying to access. Then
you can remote in and try to connect via VPN and reconfigure as necessary.
If you have more than one ISP internet connection then you could try to
connect over a different ISP than the one used by the VPN server. --- Steve
