Testing ADSL line speed

I am currently a cable customer and I am thinking of migrating to ADSL.
However before I do I would like to find out exactly what data rates my
phone line is capable of before I commit to a provider. How would I go
about accomplishing that?

You can't get an exact answer - too many variables. You can find out what
your BT line is capable of though, and there are many sites to use these
days - I like http://www.samknows.com/ see the 2nd box down on the left.
If you don't (yet) have a BT phone, then see if you have a neighbour or
shop in the same street, and use their phone & your post-code. It will
be good enough most of the time. (Or just ask a neighbour!)

If you're out in the sticks (actually fairly unlikely if you have
cable!) then it's anyones guess...

If you have a VM cable telephone line, then you will need to change this to
a standard BT line for ADSL. Unfortunately you won't know the capability of
the line until you get a BT line installed.

You could enter a neighbour's number.

Which may be very inaccurate as his neighbour's line may take a more direct
route to the exchange than his line would.

I know what services are available to me, but I would like an engineer
out to perform a line test to see what rate I am likely to see.

Basically you can't! There are various sites that will give a rough estimate
based on distance from the exchange but nothing else. You will just have to
wait until the line is installed.
