termserv license server problem

i have a problem trying to change to different server

server A is the license server, and server B is a temporary server that will
be license server while A is being rebuilt.

i have reviewed article 814593 and also in the termserv license help about
deactivating a server. it says to select deactivate, then a wizard comes up
and i will have the option to call customer service, etc...

the problem is that the option to deactivate the server is not available. on
action -> advanced all options are disabled. the server status is
activated. logged in as domain administrator. any ideas?

Are you trying to do this from within a TS session? I believe that
this must be done from the console.
