Terminal Server licenses

How can i have a win2003 terminal server and a win2000
domain controler/licensing server in the same
network/domain?
The proble is that win2003 requirers win2003 linceses
intalled. Currently, i have them installed, but when a
client tries to connet to the terminal server, it issue a
temporary license instead of issuing a license from the
pack i installed.

What is wrong with this server?
