I have an application that runs fine if I TS into the
box as ms (Domain Admin) but when the users hit they have
all kinds of problems....having to do with permissions,
I'm sure. I can do a Run As from the Icon but if I try to
runas from the console it simply doesn't do anything.
When I promote a local user (to the TS) to Power User then
they can run the app..locally..but still has problems for
a TS connection. What are my alternatives?

Thanks for your help here.....i'm stumped.

Couple of possibilities:
1) Are you using NT 4.0 permissions for legacy applications in your TS
configuration? This allows modification to application registry settings
(ala Power User)
2) Does the application need to use the system temp folder? If so do users
have access. You may want to move it out of the system folder to (c:\Temp
for example) and give users full control. You will need to change the system
path for this of course.

Tools you can use to assist are regmon and filemon from SysInternals. These
are free tools that will allow you to see what the application is doing both
with files and with the registry.

Also in the future you should post questions specific to Terminal Services
in microsoft.public.windows.terminal_services
