Terminal Server access error

I have setup a Windows 2003 Terminal Server and setup
the licensing on the DC. I can login fine to the
Terminal Server as Administrator but when I try and login
as another user it gives me "You do not have access to
logon to this session". I have setup the users in the
Remote Desktop Users group and even gave them
administrator rights to test it out and still I get the
same message. Help!!!!!!!!!!!

Symptoms: When trying to connect to a W2K server running Terminal Services
with the Remote Administration, you may receive "You do not have access to
logon to this Session" message.

Resolutions: this issue occurs because W2K server running Terminal Services
with the Remote Administration mode do not permit users to logon by the
default. Only two concurrent administrator accounts for server management
can connect to a W2K domain controller running Terminal Services configured
to use Remote Administration mode.

It's a Windows 2003 server running Terminal Services
and I set it up in Application mode. help!!!
