Terminal Server 2003

I have a system which was installed as a web terminal
server and from what I can see it is both application and
remote server (is this possible?),
the problem we have, we can connect to the server using
tsweb from outside the site only by some computers, e.g.
I can connect to it from my house ok, but if I go
somewhere else, the remote connection page does not
display (like it doesn't exist).

Any idea...

I would use telnet command to test it if it doesn't work.
