Term Services at remote facility?

I have two servers at Remote facilities. They are running
great. The only problem is when our WAN link to that
location goes down obviously they can't login cause they
can't see a DC. I would like to stay away from putting a
DC in the local facility if at all possible. I have
thought about local users but not sure that I would be
able to come up with a way for the domain security to be
in effect.

Is anyone else running into this??? How are you handling
it??

Any help would be appreciated. Thanks

They can't logon using cached credentials?

nope, I thought they would be able to but no. basically
cause it's looking for a DC to authenticate and get the
group policy from.
