Hello.

I have recently upgraded a Windows server from 2000 to 2003. I did not,
however, do an in place upgrade. As per the Microsoft Recommendations, I
wiped the hard drive and reloaded the new operating system fresh.

Before we could use the Telnet server to access a DOS-based app. This works
just fine with Windows Server 2003, although it is limited to
administrators. While searching Technet I found some articles (written for
Windows 2000) which say that I needed to create a group called
TelnetClients, and add my users to that group. Been there, done that. Not
luck.

Any help would be appreciated.

Check the directory security where your DOS app resides. This may only be limited to administrators.
