Telnet to Port 515 - Help!

I am trying to install the LDP in a Windows 2003 server. To test it I
should telnet into port 515. When I try to do this by typing the following
command:

Telnet 192.168.x.y 515

I get the following message:

☺

Connection to host lost.

I believe the connection is been accepted but it kicks you out.
How can I telnet into the port 515 and have the session stay connected for
awhile?

Please let me know how to accomplish this.
