tcpip transport not installed-Help!

Hi,
I have a computer which was attacked by adware and
spyware. Nortons found them but could not remove the
files. I could only remove the offending files using DOS.
Since then every time the computer starts it
reports 'tcpip transport not installed'.
The computer will not connect to the network and internet
although in the network settings tcpip appears associated
with the internet connection and the network card. The
settings are correct.
I have tried ping commands both to and from the machine.
No response.
I have also resinstalled the Wind 98 (original edition)
but the tcpip transport not installed message still comes.
How do I install tcpip transport?
