TCP: turn off slow start

Hi

I don't know if this thread is the right one. But hopefully someone can
help me.
I have to do some researches in tcp/ip and udp/ip. For that I have to
increase the starting window for tcp. How can I do that? Can I do that
without root permissons? For example with my code using setsockopt or
something like that.
