Is there a way to tell the inbound or outbound queue size of a TCP
connection on Windows? Either via a performance counter or netstat
command or some other tool?

In Linux, if you issue a netstat command for just viewing the TCP
connections, it will tell you the size of the send and receive queues
on the individual connections.
