TCP/IP Receive Buffer does not raise a packet received event

We have developed a TCP/IP based application that works well on all OS's
except Win2K3 server (Dual processor). Periodically the receive buffer does
not raise an event to the application that a packet is received. Packets
continue to be received until the buffer is full. The only to recover is to
close the socket and start the communication again. This will continue to run
for days at a time in most cases. Are there any known issues in W2K3 server
that could cause this problem?
