TCP/IP Not Installed

I am trying to use Apache2 or Personal Web Server on my
Windows ME machine to develop and test websites before
uploading them.
I received various errors after installing Apache, so I
tried to install Personal Web Server. During the install,
I received an error that TCP/IP was not installed. I am
pretty computer savvy, and so I went to Networking
Properties and removed everything in the Protocols &
Adapters listbox. I then restarted and reinstalled them.
This did not work. I then ran Windows setup from within
Windows. This did not work. Any ideas?
I found a Knowledge Base article about manually removing
TCP/IP, but this was only for WinNT. I can't think of
anything else to do.
Any ideas will be appreciated.
