TCP but no DNS

Win98SE pc cannot connect via browsers to the web.I can
ping any ip address including my DNS. Tracert does not
work, I get "unable to resolve target system name". I have
tried all the stuff suggested on mvps.org. I have added
and removed tcp/ip numerous times.
Please help, I am at my wits end.

Are you sure there's really a DNS server at the address you're
giving it? Try an alternate one.

I have a WIN2k pc that I ran ipconfig on and it gives me
two DNS addresses that coincide with the 98 pc

Success! Select "Disable WINS resolution" under the WINS
Resolution tab in the TCP/IP properties.
