tc filter change issue

I searched the web, and found nothing regarding this issue.
Does anyone know if "tc filter change" works at all ? I'm trying to
get it to work for past 2 days, without any results. The only thing I
keep getting is:

RTNETLINK answers: No such file or directory
We have an error talking to the kernel

The docs are not user-friendly, and I don't get it, what parameters I
should even pass to the TC.

I'm using kernel 2.6.14-archck5, and to be precise, I'm trying to
change the filter's police rate, which is attached to ingress
interface.
