Taking over an ADSL enabled line

A friend is about to take over the phone line in a flat she is moving
in to which is currently showing as broadband enabled. While I believe
the process of transferring the line should get the broadband marker
taken off the line is it better to ask for a new number?

The line is on a Sky enabled exchange (Glasgow Central) - any idea
what sort of delay there is at the moment with SKY installations on
their LLU'd exchanges?

If its a BT line, changing the number is unlikely to have any effect as the
marker would be against the line and pair, not just the number.
The cease of the ADSL/LLU should trigger when the Stop goes through, and be
completed shortly afterwards, allowing an order for new ADSL/LLU to be
placed.
