You need to setup an user account on a internet DNS server. There are
several companies that do that. I use a company www.zoneedit.com I have been with them for years, they are a very good company. There is a free DNS server called GRANIT, you can do a search for it. You need to purchase a Domain name from a company like Network Solutions and then register it with what ever DNS company you choose. It takes two to three days for it to propagate thru the DNS system and you are all set. There is one more wringle to check out. If your Service Provider uses Dynamic IP addressing you will have to use a program that monitors for an Address change and reconfigure your DNS account to reflect the new IP address. This is called Dymanic DNS (not like dynamic dns on microsoft domains).
