Default server with 2 nics dhcp and dns running help

i have this big problem thats been bugging me for 3 days

i have one server running windows 2003 server this one has 2 nics and 2 machines running windows XP Pro

the server has DHCP , DNS and routing and remote acces as roles

machine 1 is connected to the first nic and machine 2 is connected to the second nic
machine 1 gets its ip adress from the server and with this one i can get on the internet
machine 2 isn't getting an ip adress instead it just keeps taking an private adress

how can i get the 2 nics in my server to give both my machines an IP

the server was intented to serve as a router with its side jobs as an webserver

could anyone tell me what could be wrong or get me a step by step guide
cause im banging my head against the wall over this

please help me
