Windows Server 2003 DHCP Server has export/import functionality built into
the NETSH helper functionality.
Check out:
netsh.exe dhcp server export /?
netsh.exe dhcp server import /?

The only caveat is that the executing user needs to be a Local Administrator
member on the DHCP Server machine in order to use these particular commands.
