Terrestrial tends to mean of the land, and in context you could take it to mean a land line. Non geographical numbers (and mobiles which you could probably say are not 'terrestrial') are referred to as either 'Non geographical' or 'premium'. I do wish people would stop making things up that have little bearing on reality.
