SMS version of Network Monitor question

I have seen the following 2 statements, obviously one of them must be wrong.
Which one is right? which one is wrong?

1. sms version of network monitor can monitor all machines on the local
subnet without the need of the network monitor driver.

2. sms version of network monitor can monitor remote machines, which will
need the network monitor driver installed.

or maybe they are both right but I'm missing some details... maybe driver is
needed only for machines to be monitored on a remote subnet?

looking for enlightenment on this subject.
