Cannot Enable Dialup Proxy Server ??

Cannot Enable Dialup Proxy Server ??

Am trying to enable a dialup proxy server to enter a
specific URL and port number but the enable box in
settings > proxy server is somehow disabled. Have tried
everything I can think of, ISP, HP support & MS KB are of
no help. Seems illogical since it is enabled in Win SE.
