Default Windows 9X Clients unable to Change Password in Upgraded Win2003 domain



A very strange problem
Day 1)
I've upgraded a Win2000 domain, adding a Win2003 DC
adprep, dcpromo, add DNS, add WINS, repl DNS, repl WINS, Add Win2003 GC,
Transfer (not seize) all FSMOs
Win2003 now is DNS Primary and WINS Primary and WIn200 is DNS Sec and WINS
Secondary

None of the Win98 can "change password". If i change back PDC Emul to
WIn2000 the change passwd is OK, but when i change back PDC emul to
Win2003... Nobody can change passwd, even with LMHOSTS or DSCLIENT9X.MSI
installed. Records on WINS are OK

Day 2)
I'v removed the WINS Secondary (Win2000). Stopped service and stop
replication
If i try to use Win2003 PDC Emulator, the WIn9X clients cannot do logins AND
do not change passwds... Worst!

I have a NETDIAG.LOG of the servers, to show to anyone that can help me
All policies are Win2000-like, no SMB Sign, and etc
I'm thinking, thinking, thinking, but i cannot solve the problem
Can i try to use Brocadasts?
Can i use Netmon to compare logon traffic and do some analisys?
Can i change the NoLMHash do disable if only half of the clients have
DSCLIENT installed?
Can i enable NBT on Win2003? (It is factoryDefault)
