Default Creating networking disk

Help tells me to create a networking disk to run on my 98
machine so that it will network with my ME machine.
Problem is that it tells me to run the Home Networking
Wizard in order to create the disk. That option does not
exist when I go to
Start=>Programs=>Accessories=>Communication. How can I run
the wizard if it is not there? HELP!
