Default VPN server on Win XP SP2?

A question; with no clients logged on to a Win XP SP2 machine set up as a
VPN pptp server, should the Routing and Remote Access service normally be
running?
Thanks,
Mike

XP doesn't have RRAS.
XP cannot be a true VPN Server.
