I am new to networking, but had a similar problem. I have a desktop
with Windows 98 and a laptop with Windows ME and was trying to connect them through a wireless lans without an internet connection. I worked on getting them to respond for over a month. I was getting a similar error, when I tried to connect to the network. Using winconfig on both machines I realize the information was not being properly transfered to the adapter.
