Administrative tools for win me?

Are there any admin. tools for win me? I am asking this
because I get a lot of advertising through the messenger
service, and I can't find the admin tools in the control
panel so I can disable it.

WindowsMe has neither administrative tools nor a Messenger service. When
and how exactly are these advertising messages appearing?
