Default Can't Ping Windows 2003 Domain Controller

Hello all,

I have a really simple network, 3 computers;
1 Windows 2003 standard server
1 Linux Radius Server
1 Windows XP pro laptop

My problem is if I Ip the netork using a 192.168.1.1 sub 255.255.255.0,
I'm not able to ping my domain controller but the domain controller can
ping all others. If I run an arp -a from the XP client Laptop, I can
defintitily see that the DC is on the network. The funny thing is, that
if I re-IP my network using a 10.1.0.x 255.255.255.0 network everything
is accesible. Has anyone ever experienced this?
