Default Windows 2003 DHCP Server service recovery failure restart problem



With DHCP Server service recovery option set at 5 minutes for a restart
of the service, this will not work in the event of power loss to both
DHCP server and network. When the DHCP Server boots before the switch
and DHCP cannot see a network the DHCP server service does not start.
This is by design however when the network is restored and the defined
time period for first restart has expired the DHCP server service will
not attempt to restart. It is as if the DHCP service failure did not
register even though there is an error event registered in the system
log.
The only way that I can get the recovery option for the service restart
to happen is by killing the tcpsvcs process. Can anybody help please??
