Windows local proxy

Hello,

I need a program which runs as a proxy for Win2K/XP. I have to add
url-filtering capabilities to this, so access to source code is
necessary. Its only a prototype app, so something lightweight is
preferable, and I'm not particular about its performance. Using
something like Apache would be overkill for my app.
