VPN web browsing

Here is a weird one. I have a remote user on Win 98 (not SE) and they are
using a Cable modem. All is ok when they are not VPN'd in here. The can
browse the web just fine. But when the VPN in, the can browse "SOME" sites,
but not all. It's random. Now the strange thing is, they can ping the
sites that they cannot browse. How is that possible???? Tracert works fine
too. Any ideas?
