In case of vnc, you need to start vncserver on your remote box and then access it from your local machine using browser or vnc client. If you're using Cygwin, then start XWin on your local machine first and then connect to remote machine. If you are connecting using ssh, then enabling X11 forwarding will be enough. If you are telnetting, then after telnetting, in your remote shell set DISPLAY variable to your local machine display.
