Default Internet connection sharing

When trying to load Internet Connection Sharing in Windows
98SE via Control Panel/Add?remove programs/Windows setup,
I am asked for a file on my Windows 98SE CD-ROM. But the
file (icsapi32.dll) cannot be found on the CD-ROM and it
does not seem to be available for download anywhere.
Anyone know where I can get it, or what else I could try
to share my internet connection between my PC and laptop?

Default Internet connection sharing

Choose Settings, Control Panel, Network, Select "Add",
Select "Protocol icon" Scroll to Microsoft and
select "TCP/IP".
