Default one networked pc is 5x faster on internet



I have two 98se pc's, 400mhz and 800mhz with fastethernet nics and a router an
dsl modem. The 800 can only muster about 17-20kbps downloadng but the 400mhz gets 180-200mbp
or more. I've swapped the nics between them, new cables, cmos settings, etc
no change

tuning?
TCP/IP parameters? MTU, etc.
