Default Can't enable file sharing

I can't get file sharing working on a ThinkPad running
Win98.

Here's what I'm doing:

1. I go to Control Panel --> Network
2. Under the Configuration tab, I confirm that all of the
following are present:
Client for Microsoft Network
Dial Up Adapter
Wireless-B Notebook Adapter
IPX/SPX Compatible Protocol > Dial Up Adapter
IPX/SPX Compatible Protocol > Wireless-B Notebook Adapter
NetBEUI > Dial Up Adapter
NetBEUI > Wireless-B Notebook Adapter
TCP/IP > Dial Up Adapter
TCP/IP > Wireless-B Notebook Adapter
File and Print Sharing for Microsoft Network

Some other items are also present, but I think they don't
matter: Microsoft Family Logon, Generic Infrared Serial
Port or dongle, and Fast Infrared Protocol. (Infrared is
disabled, by the way.)

3. Under Primary Network Log On, I have Client for
Microsoft Networks

4. I click on the File and Printer Sharing button and
make sure both boxes are checked.

5. I go to the Identification tab and make sure the
proper workgroup name is present.

6. At Access Control, I check Share Level Access Control.

7. I click OK, and the computer asks me to insert my
Windows 98 CD-ROM.

8. I have Win98 loaded on my C drive, so I redirect the
Copying Files box to the proper folder on C. The computer
copies the files it needs and goes back to Control Panel
on its own. I am not instructed to restart the computer.

9. Whether or not I restart, when I right click on a
drive or folder, no sharing option at all is present.

Much appreciated if you have any suggestions or thoughts
on what is wrong here.

Thanks for your response, Carey! You are recommending the following,
I take it:

[quote]
TIP #8: File and Printer Sharing not listed as an available service,
or no services option given

Click Start, click Run, type REGEDIT and then hit Enter. Open this key:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Networ
k

Delete the value named "NoFileSharingControl".

Also, delete these folders if they exist in the registry:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\Policies\Networ
k

NoFileSharing

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\Policies\Networ
k

NoPrintSharing

[end quote]

I have checked in the registry, but unforunately, none of these folders
("NoFileSharing", "NoPrintSharing", etc.) exist in the indicated places.
The value "NoFileSharingControl" isn't there either.

I have no "Network Neighborhood" on my desktop, even though
Tweak UI says it is there.

Any other thoughts? Should I just reinstall Win98?

Thanks again.
