Default Bandwidth control

Hi,
Already posted this in a Linux newsgroup , thought maybe someone here might
also help...I'm starting a WISP and need some direction on where to get info
on implementing
bandwidth management. Don't really care to spend $2K
on a bandwidth control unit..any clues..
Much Thanks..
Gary
