Default Pages Hang While Loading

Recently I have been having issues with slow connections on my computer and
pages loading slowly or they stop loading after partially loading. I looked
through and found that I had New.net on the pc, I removed it and I still have
the problem. Thinking there was a problem with my winsock I ran a few
utilities to fix it and nothing. I am still having a problem with slow or
nonloading pages. How can I fix this? I'm about ready to reformat the pc!
I'm using Windows XP, svc pk 2 and I have a boradband connection and router
hooked up to the computer.
