Customizing Restricted Access Page using MN-700

Does anyone know of a way to connect to the router, and
update the restricted access page? Right now, if I have
parental controls setup, and someone tries to access a
page that is not allowed, the page is blank. I want to
customize it, but I don't know how to get to it.
