Can't access Base Station Management Tool

I can't access the Base Station Management tool- neither
through the utility or by typing in http://name in a
browser window. When I type the name into a browser, the
browser puts Base Station Management Tool in the title
bar of the browser, but it just keeps spinning and
spinning and never brings up the page. What's the scoop?
