There is no Computer Browser service in WIN 98.

Go to Control Panel | Network, click "File and Printer Sharing for
Microsoft Networks" in the list of components, click Properties, and
make the appropriate setting for "Browse Master". "Disabled" prevents
a computer from becoming the browse master. "Automatic" allows it to
be the browse master if no other computer fills that role. "Enabled"
makes it always attempt to become the browse master.

On the Windows 98 computer, click that Start Settings Control Panel
option and double-click the Network icon. Click the Configuration tab
and click File and Printer Sharing. Click Properties and set the value
of Browse Master to Disabled.
